PM Special Fuel Relief Scheme 2026: 9771 Registration, Eligibility & Fuel Tokens

Government of Pakistan — Ministry of IT & Telecommunication / Petroleum Division

The Prime Minister's Special Fuel Relief Scheme is an active nationwide petrol-relief programme for eligible motorcycle, Qingqi/rickshaw and small-car users. Registration is by ordinary SMS to 9771. The rules changed several times after launch: two- and three-wheelers registered on or after 1 January 2006 are now included, registration SMS charges have been waived, the earlier five-litre-per-token condition for two/three-wheelers has been removed, and eligible two/three-wheeler users can receive four Rs500 relief tokens per month. Cars up to 800cc continue to receive Rs100 per litre on 10 litres every 10 days, up to three tokens per month.

What this programme provides

For eligible motorcycles, Qingqis and rickshaws, the current mechanism provides one Rs500 relief token per week, up to four tokens per month (up to Rs2,000 monthly relief). The earlier requirement to buy exactly or at least five litres against a token has been removed. For eligible cars up to 800cc, the relief remains Rs100 per litre on up to 10 litres every 10 days, normally three tokens per month (up to Rs3,000 monthly relief).

Detailed information

What changed after the 14 September launch

The launch-day rules used a 1 January 2011 cut-off for two/three-wheelers and a five-litre token structure. Government updates issued on 18–20 September expanded two/three-wheeler eligibility to vehicles registered on or after 1 January 2006, removed the five-litre restriction for those users, made the registration SMS free and clarified that two/three-wheeler ownership is not mandatory when the user has the vehicle documents and custody. PakRelief should show the revised rules prominently and label the original rules as superseded where they conflict.

Current motorcycle, Qingqi and rickshaw relief

The latest official briefings describe one Rs500 token per week and four tokens per month. The previous five-litre limit has been removed, so the value of the token—not a fixed five-litre purchase—is now the key limit for these vehicle categories.

Current small-car relief

Cars up to 800cc continue under a different mechanism: Rs100 per litre on up to 10 litres every 10 days, normally three tokens per month. This produces a maximum stated monthly relief of Rs3,000 when all three 10-litre allocations are used.

9771 registration and token flow

Consumer registration is SMS-based. The official process uses REG plus CNIC, vehicle number, province/area letter and registration date sent to 9771. After successful registration, the beneficiary requests a token by sending TOK to 9771 before fuel redemption. This is designed to work without a smartphone.

Coverage and rollout

Government reporting states that the scheme is operating nationwide, including Azad Jammu and Kashmir and Gilgit-Baltistan. By 20 September, officials reported more than 2.2 million registrations and around 1.9 million tokens issued. These adoption figures are time-sensitive and should be updated or removed if the page is republished much later.

No announced closing date found

The official sources reviewed for this draft confirm that registration is active but do not state a final application deadline or programme end date. PakRelief should not invent an expiry date and should display the deadline as not officially announced.

Common registration mistakes

Use the vehicle number and registration date exactly as they appear in the relevant registration record. Keep the REG fields in the announced order. Do not submit the same data to unofficial websites simply because they appear in search results, and do not treat an unofficial online form as a substitute for the 9771 SMS process.

Important safety note

Register only through the government-announced 9771 SMS process. PakRelief does not collect CNICs, OTPs, vehicle documents or payment credentials. Because many look-alike websites appeared immediately after launch, do not enter sensitive information on a website merely because it uses 'fuel relief' or '9771' in its domain name.
